During the Galactic Civil War, Achilles Sienar-Santhe became the Chief Executive Officer of Santhe/Sienar, and adopted a far more aggressive business strategy than his predecessors, exploiting the changing political landscape to embark on hostile takeovers of various other corporations to expand Santhe/Sienar's portfolio through acquisition rather than development. Notable business conquests of his included Arakyd Industries, Balmorran Arms, and the Aratech Repulsor Company, providing Santhe/Sienar with a dominant position in the military speeder and probe droid markets as well.

With much of Santhe/Sienar's core business located in the Tion Cluster, the Alliance-Imperial Treaty proved to be particularly bad for business; while the Tion Cluster remained independent of Alliance control, it was isolated from the Galactic Empire on all sides by Alliance territory. Unable - or unwilling - to transport TIE Fighters and other military hardware through Alliance space without incurring massive punitive taxes, Santhe/Sienar instead focused on bolstering it's infrastructure elsewhere, increasing production at sites firmly within Imperial territory, as well as investing in new locations, such as the abandoned sky city of Tibannopolis on Bespin.

Though all of Santhe/Sienar's production is coordinated, centralised, and cooperative, the corporation maintains three specific subsidiaries as "brands" to distinguish between their products. Sienar Fleet Systems is used for all starcraft - starfighters, shuttles, starships - regardless of their original design company; Sienar Army Systems is used for all ground vehicles, personal equipment, and utility droids; Sienar Intelligence Systems is used for all surveillance equipment, probe droids, and similar hardware. Another subsidiary, Sienar Medical Systems, was added after Achilles Sienar-Santhe became CEO, to incorporate Neuro-Saav Corporation (which he already owned) into the Santhe Corporation.
