You can't just access the infromation from any terminal. It can only be acessed from a Royal Vessel or a search and resuce vessel, but all the royal ships have been stripped down and all the search and rescue vessels were sold. Times were getting pretty bad. Theren't any ships left that have aceess to the PDT's specfic transmission frequency.
