How do you do the "reputation comment" thing?

Newbie alert: how do you do the "reputation comment" thing? I receive them, but have no idea how that works or how to do it (or respond to it?) myself.

the bottom left of the post there is a star. Click on that and a pop up box shows up :) You choose approve or not approve and can comment if you want
